Based on the powers conferred by the Law on Foods (Control and Sale), Law No. 54(I)/1996 as amended, the Municipality conducts official inspection programmes pertaining to food hygiene and safety.

This task is performed by authorised inspectors of the Municipality who oversee compliance with hygiene regulations in food establishments.

Within this context, on-site visits are conducted at establishments involved in the preparation and sale of food to examine their level of cleanliness and hygiene, as well as the implementation of procedures relating to the correct handling of food, standards on space and equipment, the suitability of ingredients, the personal hygiene, training and knowledge of food handlers, etc.

In addition to on-site visits, the Municipality conducts sample checks on food suitability and runs the necessary scientific analyses and tests of these foods, in collaboration with the State General Laboratory.

The Municipality is responsible for conducting official food inspections in the following establishment categories:

  • restaurants
  • tavernas
  • take-away shops
  • take-away grills/rotisseries• coffee houses
  • coffee shops
  • pubs
  • music and dance clubs
  • kiosks/mini markets
  • grocery stores
  • catering vans
  • stadium canteens
  • markets

All other establishment categories are inspected by the Public Health Service of the Ministry of Health or the Veterinary Services Department.

The Municipality conducts programmes to inspect the drinking water supplied to consumers through pipes, whether it comes from the public water supply managed by the Nicosia Water Board or any other private water board operating in the GSP stadium area. In addition to the inspection programmes relating to this water supply, the Municipality inspects the suitability of the water bought by the residents from the coin-operated water-filling machines situated in many locations in the city.

Within this context, water inspection stations have been established and sample checks are conducted, as well as analysis of the samples, to monitor the microbiological and chemical composition of the water, in collaboration with the State General Laboratory.

At the same time, the suitability of the systems forming the water supply network and the coin-operated water-filling machines is also assessed.

Specific programmes to inspect the water of the city’s educational institutions are conducted on a regular basis.

All public swimming pools operating in Strovolos are listed in the hygiene inspection programme of the Municipality, to ensure their hygienic condition and operation.

The hygiene inspection includes on-site visits to the swimming pools, confirmation that the pools have a valid license in place and that they comply with all hygienic conditions of the license issued by the Municipality.

At the same time, the site, the premises and the equipment are inspected and the pool water is examined for its purity and clarity. Samples of the pool water are taken to be tested in collaboration with the State General Laboratory and/or private laboratories to ensure that it is microbiologically and chemically suitable.

The Municipality’s public market takes place once a week with the participation of food sellers and producers.  Within the context of the public market inspection, the Municipality operates a special hygiene programme to ensure a proper and hygienic condition and operation of the market.

The food sellers are listed in the hygiene inspection register and the food offered for sale at the market is of known origin and production. Regarding perishable food sold at the market (such as dairy products and products of animal origin), special arrangements have been made regarding the positioning of the relevant sellers, so they have access to hygiene facilities such as water, electricity, means of cleaning and washing of equipment and hands, etc., with a view to ensuring food hygiene and quality.

The Municipality has a dedicated team of trained personnel responsible for hygienic spraying. This team can apply appropriate and authorised biocides where necessary, to fight rodents and other harmful pests appearing in the city that pose a threat to hygiene.

The Municipality’s crew sprays the sewerage systems of public and private establishments as a part of “door to door” visiting programmes in order to fight mosquitoes, treats stagnant water in gutters and sewers, sets and monitors rat traps and inspects locations in the city which could turn into insect and/or rodent breeding points.

The Municipality has a department which is responsible for the control of dog ownership and within this context issues licenses provided by the law, reviews complaints for nuisance and inspects the areas prohibited to dogs by the Municipality (the res

tricted areas include certain parks in the Municipality, as well as the Pedieos Linear Park).
In addition to the above, the Municipality has a stray dog control crew, responsible for catching stray dogs and holding them in a new, purpose-built dog shelter (created jointly with other Municipalities in the Nicosia area). These dogs are kept there for as long as necessary until the owner is found or until another resident offers to adopt them.

Under these responsibilities, the Municipality has fully prohibited the ownership of other animals or birds in households, including hens, rabbits and other domestic animals or birds.

Within the scope of performing hygiene inspections in entertainment venues, the Municipality monitors the implementation of the law on smoking. Special controls on smoking are enforced periodically during night-time hours in collaboration with the Police.

The controls enforced by the Municipality mainly focus on the obligations of owners of entertainment venues and whether they comply with the provisions of the relevant legislation.

The Municipality of Strovolos would like to inform the owners of entertainment establishments that operate in Strovolos that since 1.7.2022, new requirements have been established about issuing a Sound Emitting License, according to the Audio Rating Decree R.A.A (263/2022) and Order R.A.A  (264/2022) which were issued by The Entertainment Establishments (Sound Emitting Licenses) Law Ν.50(Ι)-2016.

To issue a Sound Emitting License, it is necessary to fulfill the provisions of the legislation and therefore each one of the establishment owners should study the new requirements and submit the application form for a Sound Emitting License, as soon as possible. The application form is forwarded with this announcement for their convenience, so that before its submission to the Municipality, to make sure that their establishment fulfills the provisions of the relevant legislation.

The Municipality would like to make clear that it will not receive and therefore examine any application forms that will not be submitted together with all necessary documents, permissions and/or acoustic studies for issuing a Sound Emitting License.

Notes:

  1. Application forms will be accepted only for entertainment establishments which are specified by the Entertainment Establishments Law, such as restaurants, taverns, coffee shops, pizzerias, beer bars, snack bars and independent reception rooms.
  2. The Licenses will be valid until the 31st of December 2023 and there will be no acquisition of rights until the examination of all Regulations for the Sound Emitting License fees that have been submitted to the Parliament by the Ministry of Interior.
  3.
